SAMUEL A. WALKER, ESQ.

Attorney Samuel A. Walker earned his Bachelor of Arts degree from Loma Linda University in California, and his Doctor of Jurisprudence degree from Howard University School of Law in Washington, D.C. After law school, Mr. Walker served as a judicial law clerk to the Honorable Ishmael A. Meyers, Sr. at the Superior Court of the United States Virgin Islands.  Mr. Walker advised Judge Meyers on a variety of civil and criminal matters, including appeals.  Since completing his judicial clerkship, Mr. Walker has practiced law with various organizations including: Reed Smith, a law firm with offices throughout the United States, as well as Europe, Asia and the Middle East; the appellate division of the Office of the Federal Public Defender in Montgomery, Alabama; and the appellate division of the Office of the Public Defender in West Palm Beach, Florida.

Currently, Mr. Walker heads CPLS, P.A.’s appellate practice.  Mr. Walker handles both civil and criminal appeals.  He represents individuals and businesses before the Supreme Court of the United States; the United States Courts of Appeals for the Third, Fourth, Sixth, Ninth and Eleventh Circuits; the Florida Supreme Court; the Florida courts of appeal, and the Supreme Court of the Unites States Virgin Islands.  Mr. Walker handles appeals in all other federal and State appellate courts, through pro hac vice admissions.  In one or his more significant appellate victories, Mr. Walker successfully challenged what had been considered a settled interpretation of the Federal Deposit Insurance Corporation Act.  The decision is published at Baptista v. PNC Bank, 91 So.3d 230 (Fla. 5th DCA 2012).

Mr. Walker is a member of the Florida Bar, and the Virgin Islands Bar.  He is admitted to practice before the United States Supreme Court, the Florida Supreme Court, the Virgin Islands Supreme Court, and the United States Courts of Appeals for the Third, Fourth, Sixth, Ninth and Eleventh Circuits. 

Mr. Walker is a member of the National Bar Association.  He is a former member of the National Bar Association’s Board of Governors, and is the founding chair of the National Bar Association’s Appellate Law Section.  He is also a member of the Caribbean Bar Association; the Paul C. Perkins Bar Association; the F. Malcolm Cunningham, Sr. Bar Association; and the Palm Beach County Bar Association.

Mr. Walker resides in Palm Beach County with his wife, Cecile.
